You can export a title by selecting it in the bin, and going to File > Export > Title; you can then pick a location for the PRTL file, which you can move around and import into other projects.

Too bad they aren't already placed into their own folder for each project, or that they aren't able to be exported as an entire bin folder ready for importing into another if needed. I feel a feature request coming.
Steve, if you haven't done it yet, another way to save a title for using in another project is to just save it as a user template.

Oh, but they are! You can select multiple titles, or even a bin containing multiple titles, and use the same File > Export > Title command. Premiere Pro will ask you where you want to save the first (and change the name, but it will default to the name given in the project), and then will automatically export all selected titles without further user intervention. You can import them en masse or in a folder (to create a bin automatically) into another project.

When it's time to start a new project, open that template and change the name before you start working. This way all the basics are in place without having to set up the project with such basics every single time.
