version of photoshop, they are installers. In other words you use the
installer to install the plugins by double clicking on the installer exe.
You may have to right click on the installer and choose Run as Adminstrator
to be able to install the plugins.

and found two plugin installation files there
Photoshop_Plugins_8.51.0621.1635.exe and
Photoshop_Plugins_x64_8.51.0621.1635.exe
I downloaded the first 32 bit version and installed/ran it on my system
It install three PDF files in
C:\Program Files\NVIDIA Corporation\NVIDIA Photoshop Plug-ins
NVJavaScript.pdf
PhotoshopDDSPlugin.pdf
PhotoshopNormalMapFilter.pdf
and two Photoshop 32bit Plug-ins
C:\Program Files\Adobe\Adobe Photoshop CS5\Plug-ins\Filters\NormalMapFilter.8bf
C:\Program Files\Adobe\Adobe Photoshop CS5\Plug-ins\File Formats\dds.8bi
When I open Photoshop I now see "NVIDIA tools>NormalMapFilter" in the Filter menu item list. I do not have any DDS files to see if I can open one a plugin was installed for them in Plug-ins\File Formats\. In the "Save As" dialog in the File type pull-down menu list I see a D3D/DDS (*.DDS;*.DDS) menu item.
I do not know if these require a NVIDIA grapgics card on one machine I do not have one and will mosy likely un-install these installed files.
Save failed when I tried DDS and tiied to see a preview so I used add removed progams to remove the NVIDIA Photoshop Plug-ins
