Importing selected clips from a finalized DVD into PPCS4?

I'm looking for the best way to extract small segments of video from a FINALIZED DVD (DVD-R) onto my computer for further editing.  I've tried with Premier Elements, Premier Pro CS4, Roxio, Norton and a few others.  Most all of them all import the complete file rather than giving you the option of selecting a specific piece of video.  For example, if I create a project consisting of 10 entertainers/acts in PP CS4 and take it to ENCORE to create a DVD disc, it is created as a single file.  Now, let's say I want to export/extract a specific entertainer/act.  WHAT I WANT TO DO IS VIEW/SEARCH THE DVD,  FIND THE ACT I'M LOOKING FOR AND CREATE AN 'IN' AND 'OUT' POINT TO EXTRACT/COPY/EXPORT THE WANTED ACT INSTEAD OF THE COMPLETE MOVIE/PROJECT.

Even when I use Premier Elements...I go to the GET MEDIA tab (from PC DVD drive) and the VIDEO IMPORTER opens and runs for a LONG TIME to open the 1-2 hour movie/file.  I can then select the VOB file and click GET MEDIA which is another long wait for it to copy.  The copied file is the complete VOB file and I only wanted one act (a 2-3 minute segment).

Again, what I want to do is, VIEW/SEARCH THE DVD,  FIND THE ACT I'M LOOKING FOR  AND CREATE AN 'IN' AND 'OUT' POINT TO EXTRACT/COPY/EXPORT THE WANTED  ACT INSTEAD OF THE COMPLETE MOVIE/PROJECT.

CAN ANYONE HELP ME WITH THIS?
