For VOB from a DVD you must import the entire file (VOB's are maximum .99Gig per file, due to the DVD structure) and then once you have the file imported into Premiere, you may set in/out points for further use

know we can capture video from a camera to computer with a firewire...is
there a cord/connection that can go from DVD player to computer so I can
accomplish my goal? I don't think RCA cables would work, would they?

Yes, one can do this via hardware. There are two things to consider: the pass-through capabilities of the camera, and the possible In & Out connections. Instead of a camera, I use a Canopus A-D Bridge, but a camera with pass-through capabilities and the correct cables will work fine too.
One thing that you will obviously not have is Device Control, but if you have the deck's remote in one hand, and the mouse in the other, by about the third time that you control both the deck and the Capture, you will have it down. Do not worry about a few extra Frames, as you can just Trim those out.

I have the AVS converter but I can't see where to cut (in/out points) to
select the section I want. You say, NOTICE AT THE BOTTOM LEFT, YOU CAN SET
IN/OUT POINTS FOR CONVERSION. The bottom left of WHERE?
