C:/Program Files/Adobe/Adobe Dreamweaver CS5/configuration/BuiltIn/Layouts
(on 64bit, you would use the "Program Files (x86)" folder)
I believe you can copy that BuiltIn folder and paste it into your USER folder at -
C:/Users/<name>/AppData/Roaming/Adobe/Dreamweaver CS5/en_US/Configuration
Then edit them in that user folder as you see fit.

Now you have no backup of those files. The user 'thing' allows you to modify the installation package without overwriting the original files.
So much for following directions....
