Looping/CurLine

I'm having an issue passing some results from a CFC to a query, but before passing the value to the query I'm performing a loop to create a list of id's but the query will not accept it because the Where IN statement requires "," please take a look at my code and someone tell me what I'm doing wrong. Thanks
