Do you want to edit existing Menus (really always a good idea, unless one is very familiar with the required naming conventions), or do you wish to create Menus from scratch? For the former, PrE will do about all that you could want. For the latter, the inability to create the Menu Layer Sets, will be an issue. PrE can edit them, but not create them.

You don't actually need Photoshop to use or edit menus in Encore. There are many menus already included, and there are plenty of places you can buy more. You can do plenty of menu editing right inside Encore. Granted, going through Photoshop gives you more flexibility, I just didn't want you to think it's absolutely essential. You can get by just fine without Photoshop.

The only things missing from PSE will be:
- Layer Set creation
- Adjustment Layers
- CMYK support
- Some rather esoteric format support
- Some scientific functions
- Some Filters, and more limited support for 3rd party plug-ins
Otherwise, PSE just about has it all - at least all that one would need when doing work on Encore Menus.
