But if you are or intend to become a professional in the fields of photography, graphic design, illustration, advertising, pre-press … I would recommend going straight to Photoshop.

From what I've read, some functions are easier to perform in Elements (with help guides) while one needs to use workarounds to perform others that are not included in Elements.
It all depends if you do intend to learn Photoshop anyways... and if you will need the "full version" of Photoshop... what are you tring to do, is it only basic retouching, or will the images go to press printing?
But usually learning an Adobe Software helps in learning others, and Elements is a very close brother to Photoshop...
I would recommend paying a visit to the Photoshop elements forum for their point of view
