CS5 has all the bells and whistles but PSE has some unique features not available in CS5.

In any photo editing program, the two most fundamental skills are
- Learning how to make an accurate selection.
- Learning how to use Layers.
PSE9 is a great choice based on price, of course, and the basic editing skills you learn in it are easily transferred to a more extensive editing program in the future.
Since PSE is part of the Photoshop family, the tools themselves will then be familiar to you if you later decide to purchase Photoshop CS.

Since, I haven't purchased it yet, the question for me is do I buy Photoshop elements 9 or supposedly wait till the end of September/beginning of October for Photoshop 10. (I don't know when 10 is coming out, it is just that I have read that it comes out pretty regularly.)
