    Possible to use mask layer to mask effects and NOT the layer?

      I have some strands  of hair on a forehead I'm working on, to get them to look right, I found some beveling and shadowing looked great over the forehead and really added a 3D look -- unfortunately up in the 'root' area where it  joins with the top of the head,  the effects make the

      hair look unconnected and .. well like tied together clumps of something sitting on top of her head!..

       

      I remember masking could  mask off effects, and though about using a gradient to blend the strand's base into her crown, but applying a layer mask (a vector mask, BTW is already used to shape the layer) hides my coloring and painting on the the strand   -- not just the effects.

       

      Arg!...

       

      So how can I get the effects to fade out but not the content?
