It usually happens automatically in Full Edit mode. In other words Elements will maximize the percentage of your image size to fit on screen. If you click Window on the top menu and deselect panel bin your screen real estate will show a large percentage fit.
If you select Edit >>Preferences >>General and check “Allow Floating Documents” you can then pull out the tab and maximize and minimize in a separate window or drag out the bottom right corner to a size of your liking.

I may have not been clear enough. "Fit on screen" is accomplished by clicking on View->Fit on screen or using the shortcut keystroke Ctrl+0. This fits the picture to maximize the usage of the PSE's internal working area, REGARDLESS of what the size of the entire PSE windows is at that moment.
I have tried what you suggest but it seems to be not related.

I don't think there is a way of presetting it although mine always seems to open the images in "Fit to Screen" mode.
I'm using "Consolidate all to tabs" option from the Windows -> Images menu.
Not sure what you are using, I'm using PSE9 on Windows 7.
