Nope.
If capturing HDV footage, you must preview on an external TV monitor or camcorder viewfinder while capturing. The preview pane in the Capture panel will show the words Playing on Video Hardware.
Select and capture a clip

Close Premiere Pro.
Copy the mc_dec_mp2v.dll file from C:\Program Files\Adobe\Adobe Premiere Pro CS5.5\Plibs and paste it in C:\Program Files\Adobe\Adobe Premiere Pro CS5.5Restart Premiere Pro.

Not during an HDV capture. Only with DV during a capture, and only during preview with HDV.
