1. Make sure you're graphics driver is updated. (But that's a long shot.)
2. Deactivate the suite, uninstall, run the Adobe cleaner utility, then reinstall the suite.
3. Wipe the system and rebuild from scratch, including Windows. (But if you do that, I strongly suggest upgrading to CS5.5.)

I have continued to explore the issue and have determined the following. I can open previously, like three weeks ago, edited projects and can work with them and export them just fine. I tried three previuos projects and all behaved as they should. So I think I can rule out any hardware of OS problems.
This is definately something that is screwed up in Premiere. I did find in my preferences that my cache files were being written to a folder in a previous project. I cleaned out the cache files and set up a proper folder within this project. I do not know as yet if this will help.
Any other ideas would be great. I am getting desperate.

Look for your backup projects. Since something is messed up, I would make a copy before opening.
Two backups: the ones you made using "save a copy as" and the autobackups (which may all be written over by now anyway).

Well, if older projects are working fine then it's more likely something screwed up with recent projects, like Stan said, instead of the overall program itself.
But that's actually good news. It means there's nothing wrong with your install.

The flash screen for Encore gets to the message Intializing Transcoding and locks up my computer. I have to do a hard shutdown to recover. GRRR!!!!
