What aren't you using project specs for 1280x720 progressive scan?
Have you got the latest version of Quicktime installed, per the program's requirements?
When you bring the video into your project, are you allowing time for it to conform? (You'll see the conforming progress in the lower right of the program's interface.)

Steve Grisetti Oct 26, 2011 12:59 PM (in response to karlismith98)Yes, pleae tell us what kind of camera or camcorder this footage is coming from. MOVs can be made up of any of hundreds of codecs!
And, yes, you will ABSOLUTELY need the latest version of Quicktime at the very least to work with this file.
You may also want to download a program called Media Info and open the video in it. It will provide valuable information about the make-up of this file.

Steve Grisetti Oct 26, 2011 1:13 PM (in response to karlismith98)That camera shoots video as MJPEG-MOVs -- not the best video for editing with Premiere Elements but not impossible, if you've got the latest version of Quicktime.
After you've allowed the video to conform, do you see a waveform on the audio track when you place a clip on the timeline?
Open the Audio Mixer under the Windows menu and play your clip. Do the meters register the audio?

Now all you've got to do is get the program to interface with your computer.
Go to Edit/Preferences/Audio Hardware and ensure the ASIO settings match your computer's hardware.
If that doesn't work, right-click on the image on your Monitor panel and select Playback Settings. Try switching them around.
You're very close. All you need to do now is flip the right switch!

Steve Grisetti Oct 26, 2011 2:20 PM (in response to karlismith98)Nope. That's where the problem most likely is. You just need to switch your ASIO or playback settings in Premiere Elements and you're there. Keep poking at it.
You have sound, so there's nothing wrong with the media or the program. You just need to tell the program to talk to Windows.
Although it might not hurt to update your RealTek HD drivers too. Sometimes that can fix this kind of thing.

In PRE10 I had a similar problem with camcorder footage. Adobe asked me to install the ffdshow DirectShow codec - and it did work.
You might want to give it a try and see what happens:

If it doesn't solve your problem you can always uninstall it.

Bill Hunt Oct 29, 2011 9:26 AM (in response to karlismith98)With MJPEG material, this ARTICLE might prove to be helpful. It sounds like you are in need of an MJPEG CODEC, that PrE can use. I would first look to the utility disc, that came with your camera, and if that does not have an MJPEG CODEC (it should, though possibly as part of an editing utility, or the camera's driver), then the Morgan, or MainConcept version should work fine.

Bill Hunt Oct 30, 2011 9:29 AM (in response to karlismith98)If your camera shoots MJPEG, then Panasonic should have included their version of the MJPEG CODEC on the utility disc, that came with the camera. Each camera mfgr. seems to want to tweak the CODEC's, but most will include their tweaked version.
The Panasonic CODEC might be a separate install on that utility disc, or it might be installed with the camera's driver, or it might be installed with an editing/cataloging program. For the latter, you would install their software, even if you plan on using another NLE program, like PrE.
Though I use PrE and PrPro almost exclusively, I have the editing/cataloging utility programs from Nikon, Canon and Panasonic/Lumix on my computer - they go unused, but do install the Nikon, Canon and Panny CODEC's for each camera.
So, you probably already have the proper CODEC, but have just not installed it onto your computer yet.
