If you scroll to the top right of this box, you should see a cross button. Once you click that, you should not see the message again.
Yes, but that is exactly what I am hoping to avoid having to do every time i open a PDF doc... How can i avoid seeing this bubble and clicking the cross button every time?
Every time I open a new PDF i have to click this bubble. If I open the same PDF doc again, its gone. But when opening a previously un-opened doc, the annoying bubble is back.

Once you click the cross, it isn't supposed to appear again ever. That's how it works for me.
After you have clicked the cross, when does it pop-up again - when you open any other document, when you re-launch Reader, when you go full screen, .. ?
You're right. I've tested on a couple of computers now and the problem seems to be isolated to one computer with a particular software setup. On the others it works as you describe.
You would'nt by any chance know where this "don't show the bubble"-setting is stored after clicking the cross for the first time? Is it in the registry?
