Error: Application already in use

I have tried over and over to install flash player.  I've restarted, uninstalled all previously installed applications and I continue to get this error after my download hits 50%.  Anyone have a solution? 

The reason I am downloading again is because everday after using flash player several times I get a screen that says I need to update my flash player.  This is a new computer and it should have had all the newest versions.
