I keep receiving the message "Download failed"

I am on Windows Vista, 32-bit, 3GB ram, 2.40 GHz.  I have even downloaded the install to my computer and run from my install file.  I get and respond to all three windows as per the instructions, and I still get "Download failed".  Does anyone have any suggestions?
