What I am looking for is the little adjustable circle with the directional arrow. I used to get that when I right-clicked in PSE6. It's great, because I can instantly shrink the circle down AND by moving the arrow, change the direction of the shape. There is an arrow icon located in the brushes option bar (far right side) which brings this up, but right clicking was much, much more convenient for photo editing.

The circle isn't meant for changing size, incidentally, but for changing the shape of brushes (making them oval vs round, for instance) and for changing the orientation of brushes that aren't circles, like the leaf or flower brushes, or the rubber ducks. Right and left bracket is the conventional shortcut for simple resizing.
You could submit a feature request to get the Additional Brush Options back in that menu.
