One way would be to use a text frame with a paragraph style that includes a rule below, with a paragraph return for each line you want. Another would be to use the line tool or pen tool to make a free-standing line, duplicate it as many times as necessary, place the upper and lower lines at the top and bottom of the page, select the lines and hit one of the distribute buttons to make them all the same distance apart. Delete or add lines and redistribute as needed.

How many different ways are you willing to read? I can think of six top of my head (including a very dirty one with baselines and "Include Non-Printing Objects" in PDF export!).

Fastest way I can think of is the Paragraph Rule that Michael proposes. Of course, "fast" is relative if you have to ask on the internet first.

Here are a couple of other ways:

Insert _ characters to fill one line and copy it as much as you want.

Set the _ character as a Tab Leader for one single right aligned tab on the far right and use tabs.

Switch Underline on and type a Right Aligned Tab.
