If I am following what you want to do, then you can apply a change to the Fixed Effect Motion>Scale (Effects Control Panel) for the first Image, then Rt-click on that Still, choosing Copy. Now, Select all Stills, to which you wish to apply that Scale setting, Rt-click on them, and choose Paste Attribute. You will want Scale to Default Frame Size unchecked.

I did discover the box should be unchecked, Rt click on the first image did not occurr to me.
