Is there a Developer Edition of Flash Player ActiveX

We are a software company and our client install package has a prerequisite for Adobe Flash Player ActiveX and if not found we automatically link to Adobe to download file and install.  However, as version change then our install link fails.  We had link but as version changes so does link name.  Is there a developer download version that we could provide in our install package so we don't have this issue with link name changing causing prerequisite install failure?

This is very critical and need some help.
