What do I do about too many activations

I get this message  "http://E_ACT_TOO_MANY_ACTIVATIONS http://adeactivate.adobe.com/adept/Activate 4848:848:6848 urn:uuid... of course this gets me NO PLACE. I called Pandigital and they say it is a ADE problem. ADE help states there is no way to deactivate since it is a free application. I asked if there was an application for ADE that I could pay for. They state No. The technician said to open an account with a different e-mail address and then download. That didn't help one bit. Has anyone been able to activate a new android tablet when the old one that was activated needed to be replaced??!!
