I've been having this same issue on several of my workstations. The subinacl solution did NOT work, but one of our techs that's been here a while actually found an easy fix for it. Please note, that per Microsoft, this command is ONLY supported on Windows 2000/XP/Server 2003.
1) Run the Flash uninstaller
2) Reboot workstation
3) From a command prompt in WinXP:
secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb /verbose
4) Install Flash ActiveX control
5) Profit

You can try running Microsoft's fix: http://support.microsoft.com/mats/Program_Install_and_Uninstall
There's an example of where that worked here: http://forums.adobe.com/message/4048255#4048255

In my experience, this is only helpful when the Flash ActiveX shows up in Add/Remove Programs (which it doesn't with my issue). The OP didn't mention whether or not that was part of his issue though, so it's definitely worth a shot in his case.
