Some FX Filters have a "mix with original" action built in.
Premiere does have comprehensive blend modes that can be utilised for compositing and that maybe of some use with an FX video layer.
It also has an Opacity Effect ( which has its own issues) but that can be used as a blend mode as well.
Not sure why one wouldnt just use MBs controls to adjust the "strength" of the effect.

Faster yes obviously...but doing so by creating a dilluted effect.
MBs are a combination of effects and globally dilluting them is very different to crafting them by their specific controls .
