You control the opacity of the unmasked area with the layer opacity, and the density of the masked area with the density slider on the masks palette.

Normally...
Black on the mask hides all.
White on the mask reveals all.
Gray on the mask reveals the layer partially. Darker gray reveals less.
Click on the mask icon in the Layers panel to prepare to paint on it. Note that this usually causes your foreground and background colors to change.
