I have the same problem. Once I turned off IE, the 64 bit version installed immediately with no apparent problem.

However, going to Flash Earth, it seems it cannot see the Flash Player and asks me to download it.

A search in my Win7 Home Premium system finds no sign of Flash Player.

Installed? Apparently.

Invisible? Apparently.

The Flash Player files will be in folders C:\Windows\System32\Macromed\Flash and C:\Windows\SysWOW64\Macromed\Flash.

Thank you. New to Win 7, I cannot explain why search did not point to the appropriate folder.

I have a constructive suggestion...when I looked in the folder, the only .exe file was the uninstaller.

However Flash Earth showed me I now????? have a working Flash Player. I concluded that the .ddll file and the active x file are all that is needed.

Somehow, this should be explicitly pointed out so  people wont go looking for an .exe file to conclude all is OK.

As far as checking to see if the plugins work, I assume that if the flash player is properly installed, you don't get a gear to click on to progress further.

I got a page saying I was successfully installed.

Thank you for your help and professional patience.

The Web Flash Player is not a stand alone program but a add-on used by a web browser.  Just because you have successfully installed the ActiveX Flash Player add-on for Internet Explorer, that does not mean that the Internet Explorer is set to use ActiveX add-ons.
