The first thing that I would check would be the BIOS, to make sure that all settings are correct there, and while in BIOS Setup, I would turn POST display to ON, so that you can see what is being tested, and maybe catch where the issue(s) is/are.
I hope that the MOD's move this to the Hardware Forum, as there might be some different eyes, who will have some good pointers for you.
Also, check the attachment of the keyboard. If USB, check that the connector is seated properly, or try a different USB port.

I would check the battery on the MB while you're at it.

John T Smith Feb 27, 2012 3:15 PM (in response to Steve from NY)Hmm... I once had a cooling fan not mounted properly (my fault) but that caused the computer to COMPLETELY stop after ~20 seconds or so
If yours runs properly after "Bootus Interruptus" than I doubt cooling is your problem

Steve from NY Feb 27, 2012 3:41 PM (in response to Steve from NY)I went through the bios & all is fine. The computer completely shuts off when i go to reboot. Turns on for 6 seconds, shuts off for 3 seconds then boots perfectly.
Any other ideas would be appreciated.

If the system hiccups and restarts while loading Premiere, it's a Premiere problem.
If the system hiccups and restarts while loading BIOS, it's a BIOS/hardware problem.
Do you get any 'beep codes' before or after the restart?

Have you flashed the BIOS and checked or replaced the MB battery?
Have you tried to boot with minimal hardware to troubleshoot BIOS/hardware communication?
