I.e, I have edited a project in Premiere Pro and wish to export (render) a file that is optimized for optimal playback on a PC.
There's really no such thing as "optimized for PC playback". Most any option should work just fine.
I've been using the H.264 HDTV 1920x1080 25P preset and get very jerky playback in Windows Media Player.When I play it on my TV from a USB HDD playback is perfect. Should I be using a different codec or file format for playing on the PC?
No, a different player.
Try VLC or KM Player. They're both far better than WMP.
