Once you have a full back up you can make incremental back ups but you need to follow a set routine. It’s not very intuitive.
Start by creating a new folder or label a new CD/DVD Disk - it’s best to use dates e.g. “PSE10 incr backup 2012-0104”
Press Ctrl+B and check Incremental, then click Next
Highlight your drive containing the last backup and click the bottom Browse button (previous back up file) then navigate to the TLY file and click open.
Click the Browse button above and navigate to your new folder “PSE10 incr backup 2012-0104”
Click Done.
If your full backup originally contained 500 images, the incremental backup will only contain changes since the last backup e.g. files B000501.jpg, B000502.jpg etc
If you ever have to do a complete restore you start with the TLY file from the latest incremental backup. The program automatically recognizes the number of incremental steps and you will be prompted to insert a disc or navigate to the appropriate drive.
Incremental backup’s are obviously much quicker to write to disk but I recommend that you periodically perform another full backup and delete any earlier backups.

Thanks for your speedy response! I /still/ can't get the incremental
backup to work. However, since I back up about once per week, I've
decided to just make /full/ backups instead. In my case, it only takes
about 20-30 seconds anyway.

I have about 50,000 photos tagged and organized.
Of course my initial full backup takes some time, I get it going and then go to bed. By morning it is done. Well, I just made a fresh full backup because my first try at an incremental wouldn't go, I thought maybe it was because I had moved my backup to a different external drive, though I gave it a valid path to the backup.tly file (via browsing to it). So here I am trying again with a new full backup on the same drive it originated on.... still, twice, it has completely stalled out my program, and Elements quits responding. Windows ends up telling me to close the program.
Well, this isn't any fun because each step in the starting up of a backup takes a pretty long time as it calculates the final size and then grinds away for about 10 - 15 minutes before Windows tells me it's not responding. In my experience it usually does take a long time for the .tly to get loaded up and for the incremental to start, but it goes much quicker then to get the incremental done.
I'm not sure what to do.
My catalog takes a LONG time to back up - not just a few seconds.
