Report back with the codec details of your file, use the programs below... a screen shot works well to SHOW people what you are doing

Once you know exactly what it is you are editing, report back with that information... and your project setting, and if there is a red line above the video in the timeline, which indicates a mismatch between video and project

That normally happens, when one has a Video CODEC, that PrPro cannot handle, such as DivX, or Xvid, though they are not the only culprits.
John T. has furnished some useful links, and especially the one to the free utility MediaInfo. Let us know what the Video CODEC is, and that will probably provide the reason.
A most likely fix will be to convert that AV file to a CODEC, that PrPro can handle.
Good luck, and please let us know what you find is inside that AVI wrapper.

The output from mediainfo is shown below.
The file wont drag to the timeline at all. My project settings
were AVCHD 1920x1080p
The file was created by a program called 'debut video capture software' by NCH Software, i was wanting a video
capture of my desktop.
I didnt provide any screenshots, as there wasnt anything to show really.
Apart from above, If anyone can recommend an alternative video screen capture program that would produce
files that PP likes that would be great

The reason I say it is a avi, is simple the extension, i dont know anything else about the content. As this video can be redone, i think i will use a different product to capture my video from screen. Will check out the link you sent
