- I have installed all recent updates
- I have had this Premiere Elements 9 program installed on another pc with no problems, had to replace the pc wasn't compatible
- this problem happens in the timeline field only, it doesn't matter if it's a mov file or txt transition im adjusting the screen bleeds through
There are some issues with using the the 32-bit version of the program on a 64-bit operating system. So using version 10's 64-bit could resolve many of your issues. So could this, from the FAQs to the right of this forum.
Meantime, you say you have installed "all updates". Have you manually gone to Windows Update and installed the non-critical updates also? These updates can include a number of important drivers that are not installed automatically.
Finally, your computer is at the lower end of the system requirements for AVCHD and some other forms of hi-def video, so you may be dealing with a refresh problem. You can alleviate some of this by going to Edit/Preferences and setting Timeline Scroll to Page Scroll.

What is the make/model of your video card/chip?
What is the version/date of the installed video driver?
Is that the latest version that nVidia, or ATI/AMD has for your card, and your OS?
When one has GUI display issues, the first thing to address is the video driver.
