Not a common problem. The reports I see have different issues.
Look at this one for an example:
So you open Encore and do not get the "new/select project" window or any other messages?
At this point I’ve never been able to get Encore to load. So there can’t be a corrupt project, etc….
Yes, I launch Encore, the splash screen comes up for a few moments and then the error comes up. I never get to the project window….
a) contact Adobe support; I consider such problems install issues. They may be able to look at your install log.
b) try a repair install; or an uninstall/clean/reinstall.
I did try a complete uninstall and re-install without any luck….
