I guess we missed your question somehow.
You would have to make new brush preset for each brush and then save those brushes in set using the preset manager.
For example if the brush is 700 pixels, set the brush size to 75 and then make a new brush preset.
as there are several brushes in the set...

After selecting a brush you can use the square bracket keys adjacent to the letter P on the keyboard to change size. Left square bracket to decrease and right square bracket key to increase size. Keep pressing until you get the size you want.
but that is only temporary
No, it's a product feature as are all keyboard shortcuts. Try it and see if it helps.
Also for PSE5 make sure you are patched and up to date - see download.
Follow these steps: (it's a little tedious if you have a lot of brushes in the set)
In this example i just did the first row of brushes.
1. Click on the first brush in the set, set the size to 75 pixels and from the flyout menu choose Save Brush.
(i used the third brush in the row in the example below as i had already done the first two brushes)
2. Repeat for each brush.
3. When finished with all the brushes, go to Edit>Preset Manager.
In the preset manager click on the first brush you changed and then shift click on the last brush you changed.
All the brushes you selected should have a dark square box around them.
(i only did the first nine brushes in the set)
Then click Save Set (depending on your operating system and permissions you might have to save the set to your desktop
and then move the brush set to the pse 5 brush presets folder)
When you select the new set in pse 5, all the brushes should be preset to 75 pixels.
