flash player bugs and i can't download

I can't download flash player download starts and stop at 7% then it jumps to 47% and then say connection timed out.i installed an offline version of adobe flash player but it works only on IE and it has a lot of bugs ,at 50% of games and videos that use flash player it say that i must download adobe flash player
