I have the same problem and i have a Mac ; does annyone have a solution for this error code (the error code is in ADE 2.0) ?
I too have this problem with ADE 2.0 on Mac (Mountain Lion). It ws working fine a few days ago and now I can't download books from our public library any more.
What users and others are reporting is that the Adobe server is the issue.
Apparently, most of the time it's a traffic volume issue, not a 'down
server'. The only answer posted on the forum that works is 'keep
trying'.... Not reassuring, is it?
I don't believe that explains it. At the same time I get consistent failures on my Mac I got consistent successes on my Windows PC for the same items.
The next thing to check is whether or not the Mac's security will let you
interact with the Adobe server....
Given that when I did this from Windows, it was from Windows running under Parallels on my Mac machine, obviously yes, it does.
I would appear an idiot for asking - except that you didn't mention that
you were running Windows on your Mac.
Since security doesn't seem to be the issue, what version of Mac OS are you
running? There were some issues with Lion until Mac rolled out Mountain
Otherwise, no other suggestions - sorry!

I am running Mountain Lion. This is all freshly installed in the past week, as I move off Windows. But when I first installed ADE on the Mac, I tested it (as I have been testing other software I rely on) and it worked fine.
14 months later the same problem. Do I have to be content to only read the books in my browser while on line and not being able to read them offlince? I'm using Mavericks and Safari on my MacBook.
I just had the same problem on a Mac. The fix was to unregister and the re-register the device. After that the license server error went away.

Silly question maybe, but how do you unregister/re-register. I didn't even authorise this computer but when I try to authorise it I get that same error message.

I'm having the same problem and I see this thread started i n 2012. Wouldn't you think Adobe would do something to correct it?? I tried help but they want $25.00 to answer the question so I think I'll get a Kindle and get rid of them. What kind of support is this?

Hey guys. I had the same problem. The way I fixed it is to unregister the software on my Mac, then add a protected eBook. It asked me to enter my authorisation credentials, which I did and the eBook added itself smoothly.
I haven't tried adding a second book yet, but at least I got the first one on.
I am experiencing the same error when I try to download an EPUB from my local library using Adobe Digital Editions on my Mac. I haven't experienced it before today.
I am running Adobe Digital Editions 4.0 on Mac OS X 10.9.5.
I already tried de-authorizing my Kobo and then reauthorizing it. That didn't fix the issue.
If you remember your activation credentials,then
1. Deauthorize ADE [Help -> Erase authorization]
2. Authorize ADE again. [Help -> Authorize Computer]

I am on Yosemite and facing the same issue with ADE 4.0:
"Error getting License. License Server Communication Problem: E_ACT_NOT_READY"
Tried to deauthorize computer several times and I get :
"Unable to erase authorization. Please try after some time"
I removed the activation.dat file located in the Application Support folder on my Mac. Then I restarted ADE 4.0, clicked on Help, then "Authorize Computer." Filled out the Adobe ID and password, then everything seemed to work just fine.

I'm having the same error as horich above, but there is no activation.dat file for me to delete on my computer. I've been all over my Application Support folder looking for it and it's not there. I'm waiting for the Customer Chat, but did anyone else have a similar situation?
Really late, but I just installed the 3.0 version and it worked.
I'm having the same problem (cant deauthorize, no .dat file). If anyone has a solution, I'd love to use it!
I tried installing 3.0 again but just got another error code "Activation Server error - code E_ADEPT_INTERNAL"
Why is Adobe so hopeless at answering these questions? I'd do anything to avoid using Adobe if I could.
You might not like it but here's what finally worked for me...
After talking it over with my fellow librarians, I tried to delete the AdobeID authorization from my Keychain. That didn't work for me either. So I decided to nuke it from space: I deleted the hard drive and reinstalled OS X Yosemite. This actually worked.
Now, it's kind of a drastic solution, but my computer is an 8 year old MacBook. So I figured that a total system overhaul could only help overall performance, removing all the build up of the last decade.
I backed up all my files to my external hard drive, did the reset, and downloaded a fresh (at last) copy of Digital Editions. This time though I created an OverDrive account to activate my DE, bypassing (I hope) all the Adobe ID nonsense. I just didn't want to wait for a chat support "person" for 60min+. Hopefully someone else will have a less extreme solutions for you!

the reason is simple, have you tried to download any cracked adobe product ? if yes then you have changed your host file to block adobe server
this is the only way for a crack to work
solution ? not sure, cause unblocking the server will cause your cracked software to fail. is it worth for you ?

Did you look for the "hidden" library folder? That's how I fixed it on my computer. Waited forever for Adobe Chat, then it never notified me that they were there and then they'd closed it within 5 minutes
I am having the same problem. On my new PC (Windows 8) it does not work with E_ACT_NOT_READY. At he very same time on my old PC (Win 7) I can open the document. Since I have to return the old PC to the company I work for, this is a serious problem for me.
For this problem, you need to deauthorize and authorize ADE again.
Help -> Erase authorization.
ADE will be deauhorized.
Now again AUTHORIZE ADE
Help-> authorize computer.
Error will be fixed !!
