Depends on the verion of ID, the insets realtive to the corners they need to describe a rectangle without rounded corners after the effect is applied, and whther you apply the insets or the corner effects first. This is not something I play with a lot, but I remember being able to fool ID into applying corners after the insets and leaving them at least once in the past.
I have version 5.5. Tried to 'trick' ID but as soon as you apply the corner radius it reverts to a overall inset space. Maybe ID 5.6 will have it?

You just have to be sure that your corner effects don't impinge on the area inside the inset, I think.
hmmn: I cant seem to get it right...? I have used other work arounds in the past...
