RoboHelp V9, get text box "Publishing Canceled, Access denied" after I updated TOC

I tried to change back without the TOC update and I still get the same message.  I looked at prevoius versions and no snippets and no thumbs.db so not sure what to do!

This message would relate to accessing the publish directory - either you don't have permission to perform the action (write or delete access) or possibly some files are locked, causing the publish to fail. In either case you'll need to talk to your tech/network guys.

(I think I remember reading that some people had success with creating a new publishing location on the server, although this is not ideal and doesn't fix whatever the underlying issue is.)
