Thanks for the help. That suggestion solves part of the problem, Zoom enlarges the window to fill the screen before I get the scroll bars - great!!, but when I hit Cmd 0 to size window and image to fit screen I get a window that fits the screen, but the image in the window is small with gray all around. See attached screen shot.
All my settings are the same as my original post, except I went as you suggested, Menu > window > application frame
upon further investigation, the "application frame" yields other unwanted effects.
That setting gives me tabbed viewing (which I don't want), even though I have that turned off in preferences. When I open multiple documents they open not as individual windows, but as a tab in the one open window. When I go into the options bar and set the "arrange documents" to "float in windows", I get the individual windows, but then I get the same problem of the windows not zooming to the full screen, as stated in my original posting.
Also, just saw that even with the "application frame" checked, when I open a smart object layer, that window still has the same zoom issue.
So the problem still exists.
Any other ideas?
fyi: here is a screen capture of the original screen / zoom issue.
You can see the gray space on the left and bottom. The scroll bars are showing and the window will not get any larger.

Shouldn't I be able to zoom in (cmd +) and have the window increase in size until it fills the screen top to bottom, side to side (excluding the menu & options bar); without using "tabbed viewing"?
If yes, which beleive is the case, then there is something preventing this, which I need help to trouble shoot. Screen shots in previous post shows what I'm getting.
You're in some other screen mode that resembles Photoshop Elements, with a kind of gallery underneath.
I see what your saying, but I don't know why...
here are my settings:
Option bar is "Standard Screen Mode"
All my pallets are on a separate monitor, so nothing else is on my main monitor that would limit the size of my window as I zoom in.
My preferences are set to:
• Zoom Resizes Windows
• Enable Flick Panning (works fine)
• Animated Zoom
I don't know why I'm having this problem, nor how to solve it. "It's driving me nuts" because it slows down my workflow, efficiency.
Have you tried resetting your prefs at launch?
if I do that will I have to reset up all my keyboard shortcuts, pallet settings, etc?
and is that done by launching PS and holding down what key?
Yes. I don't remember the keys, I've never needed to do it in six versions of PS from 3.0 on.
To reset you have to hold down the Ctrl + Alt + Shift keys. Should get a reset window if done fast enough.
