For 10.3, please download and install Flash Player 9 from this link:

http://fpdownload.macromedia.com/get/flashplayer/installers/archive/fp9r280_plus_archive.zip

You'll need to extract the contents of this zip, then mount the flashplayer9r280_ub_mac.dmg file and install.
