When I am installing Flash11 onto PC Step 2...the dialog box...doesn't pop up?  I think I've checked all my settings?  any suggestions

I know it's Windows 7.  I use Internet Explorer. I have been able to view videos etc. ..all of a sudden I can't?  Peculiar.  I haven't changed any settings or downloaded anything new on PC.
