msvcr70.dll is not a valid windows image

msvcr70.dll is not a valid Windows image:

This is the pop-up from Windows while installing Photoshop Elements 6.0 on XP

The msvcr70.dll is placed in the .Net Framework folder v1.0.3705

When installing .Net Framework Security Updates they would not install because of this invalid dll

After removing the dll from this folder the updates did install

My question is does Photoshop Elements require this dll to work properly?
