Flash Player requests space but cannot allow or Deny, why?

Flash Player window appears with Message:

Local Storage

Local is requesting permission to use space on your computer  Allow     Deny

I am unable to allow or deny or even to close this small wijndow.  It blocks any attempt to use the window that the message appeared in.  I have to re-boot to get rid of it.

I am using Windows 7.  This happens in IE, Fire fox or chrome.

What can I do to either get rid of space request or actually using it?

You can also set disk space settings in this setting app.

Thanks.  I had already gone in there and and allowed disk space usage.  Now I can control disk space accumulations.
