When working with Robohelp 8 - is it possible to have a date automatically inserted when a page is changed or edited?

There is no automated option that I am aware of.
You may be able to find some javascript that you could add to the bottom of all topics using a multi file find and replace tool. Search on </body> and replace with the javacript plus </body>
Try in a new test project first and back up your live project before you add it there.
Google "javascript file modified date" for various scripts.
Remember the output files will have different timestamps to you source files so if you change something today but don't generate for a month, the output file will have the later date.

Rick Stone has pointed out there is one option but it has a downside.
Insert > Fields and Variables > Date
Then one has to choose whether to have the option "Auto-update this field" enabled. If on, the date updates when the page is opened in the editor. While that may be desired, what happens is if the page is opened by mistake it now contains the incorrect date.
So open a topic to see if it needs changing, decide it doesn't, close the topic. The date shows the new date.

Maybe this will work. Use the above option but make sure you turn off auto-update.
When you want the date to be changed, right click it and select Field > Update Field. That way the field is only updated when you decide to do so.
It's not automatic but it's not hard work either and at least you are controlling what is shown.
