Yes, it is the issue. When installing Folio Producer Tools, you must select the folder and drive in which InDesign is installed if it is not the default location where Windows installs applications: C:\Program Files (x86 if on x64). If you just click buttons and select defaults the installer will default to the C:\Program Files (x86 if on x64) directory.
We do not at this time have the ability to detect where CS5.x is installed.
