If you want the size to be reduced, you will probably have to accept lower quality. Alternatively, since the photo is for the web, you could use the Image Sizing portion of the Export dialog box to reduce the dimensions of the image, which will make the output JPG smaller.

I've just exported a raw NEF from a Nikon D800 - size on disk 42mb, pixel dimensions 7360 x 4912 - using quality setting of 70 (perfectly acceptable for the web) and resizing down to long edge of 1920 pixels (which should also be OK for web), the exported jpeg was 586kb.
I've never used the "Limit file size" option, as it seems to be a bit temperamental, but I usually find an acceptable output size by using the quality slider in conjuction with resizing.

If you set the quality slider to 70, you will get a JPG that has a smaller file size than the original. If you reduce the number of pixels in the photo, you will get a JPG that has a smaller file size that the original. Did you try any of these? I suggested both of them earlier in this thread.
