Downloading problems

So I keep trying but nothing seems to work. i click download and run the file, then after the

security scan runs the next box doesnt apear (user account control box). i dont know what to do i need some help.

What is your web browser?

User Account Control box appears only if it is enabled in your machine.

Do you see the Agreement box?
