Try making a direct shortcut for the Organizer. You can then launch the programs directly from the desktop bypassing the welcome screen. This is generally better as the welcome screen leaves background processes running.
On Windows, Right click anywhere on the desktop and select New à Shortcut
Then click the browse button and navigate to:
"C:\Program Files\Adobe\Elements 10 Organizer\PhotoshopElementsOrganizer.exe"
Then click Next; then click Finish
N.B. on 64 bit systems navigate to Program Files (x86)
Splash screen .. Loading extermal modual and ..... nothing
Hold down your Shift key when launching the Organizer from that shortcut, and you'll get to the Catalog Manager window. Create a new catalog and see if the Organizer will then open.

Shift + click on the shorcut, just launch the application.

Are you keeping the shift key held down after you click? You need to do that.

I phoned to the support yesterday. They told to me too, to hold shift key + Organize. Nothing happened.
So, uninstall (with delete some folder), re-install. But nothing change.
