How do I stop the intermittent noise/advertisements that play regardless of using Flash?

Hi,

     Ever since the update prior to last I have been unable to stop the sound of random advertisements/etc. playing in the background, whether I'm running a program or not.  Sometimes there are several at once that overlap.  Ctrl + Alt + Del tells me no programs are running.  I have done everything in Flash Player help and the problem still persists.

I have Windows 7 with Internet Explorer.
