I have tried several times to download flash player and each time it gets to 50% and then stops and says to close IE9 and I do and it still does nothing? What am I doing wrong?

Go into task manager

Click the "Processes" tab

Click on Iexplorer (highlight)

Click on "End Process"

repeat if there is more than one iexplorer

Download the offline installer from http://helpx.adobe.com/content/help/en/flash-player/kb/installation-problems-flash-player-windows.ht... and save it to disk, then close all browser windows and run the downloaded installer.
