Create a Universal Build (Both iPad and iPhone) using Viewer Builder. Use renditions to publish content to both iPad and iPhone.

This is an option you get upon creating a new build.
Once created you cannot change the target devices so you need to generate a new app

Yes the Single Edition does not let you select both devices, it is iPad only.
As for the earlier question about versions, as long as you use the same mobile provisioning files, they will link to the same App ID (See iOS Provisioning Portal) and iTunes Connect will seet his as an update
