According to MediaInfo, your camera didn't use CABAC and there is text injected into the file. MediaInfo also reports the frame rate as 25 fps.
No matter what I try, the file you uploaded won't play back properly in CS5.5. Not in the Source Monitor, not in a matching 25 fps sequence, not as a re-interpreted 50 fps subclip and not as the original 25 fps clip in a 50 fps sequence. I get dropped frames and random frames from other parts of the clip. My NX5U clips have *never* behaved that way.

the camera is GH2, bought second hand recently, I just checked the firmware and it was running original firmware when I shot the clips. I'm going to hack it to see if that helps, but in the meantime i've still got lots of stuff I shot with it that I want to edit. I downloaded someone elses mts from a hacked GH2 and it VLC reported the frame rate as 100 - which makes me think that for some reason it doubles the reported frame rate.This footage was reported correctly in ppro and played fine.
The thing is although media info reports 25fps on my clips, its definiately 50p. If I put some of it on my timeline and export movie it does export correctly (without jitters) and in slow mo.
Still head scratching :/

The original clip duration is locked, The original clip speed is 50 fps. Pr imports the clip at 25 fps, but with the original duration. That means only half the frames ever get into Pr. I can manipulate the video in Pr and the AME so that it syncs perfectly with the clip audio, but only the first half of the clip. The frames from the second half of the clip never make it into the export/re-timing chain because they never got into Pr or the AME in the first place.
Do you get similar results?
NB: I think Pr knows the extra frames are there, but because the clip's duration is a constraint, it doesn't know what to do with them. I think that's why I get random frames appearing from later in the clip when I play the clip back in the Source Monitor or in the timeline. Yet another way to have lots of fun with temporally-compressed footage!

I just tested it with the new firmware and it looks OK - VLC reported the framerate as 100, and appeared to import into premiere at 50fps with no stuttering weirdness.
Which is great for future stuff but now I just need to work out how to fix the footage I've already taken.
You said that there was text in the file, I was wondering if its possible to hack that info? As I said VLC plays it fine (and would rather not reencode frame by frame with something like super, as theres lots of footage). Thanks for your help
